David is the Director of the Homeownership Division for North Dakota Housing Finance Agency (NDHFA).  A Certified Housing Development Finance Professional, Flohr has worked for the NDHFA for 21 years in various capacities.  He has been on the Board of Directors for CommunityWorks North Dakota since its inception in 1995. 

A graduate of the University of North Dakota, David also serves on the Board of Directors for Affordable Housing Developers and the Dakota Junior Golf Association.
